CA Must Align Tax and Climate Change Policies, Says UC Professor
California's tax policies are at odds with its climate change policies, said UC Berkeley Professor Karen Chapple in a talk yesterday at the University of California Center in Sacramento. The current tax structure encourages big-box development and sprawl, she said, while making it difficult to build infill and high-density developments that could reduce auto dependence and greenhouse gas emissions from transportation.

First Cap-and-Trade Funds Awarded for Transit Projects
The California Transportation Commission began the process of allocating funds from the Greenhouse Gas Reduction Fund at its monthly meeting on Friday. The first official allocations for the Transit and Intercity Rail Capital Program went to Sacramento, LA's MetroLink, and San Diego for projects that will allow them to offer better transit service, thus encouraging transit ridership and reducing greenhouse gas emissions.

That’s Right: Don’t Use Cap-and-Trade Money for Roads
Kudos to the LA Times for explaining in an op-ed piece today why money from California's Greenhouse Gas Reduction Fund (GGRF) should be not used for repairing roads. That proposal has been part of a strategy suggested by Republican members of the legislature for funding transportation, because they think using the money from cap-and-trade, which funds the GGRF, could allow them to avoid voting for higher gas taxes.

At a press conference in Sacramento yesterday, Senate President Pro-Tem Kevin de Leon dismissed the idea, floated by Republican legislators and anti-tax advocates, that revenue in the state's Greenhouse Gas Emissions Reduction fund could be used for road maintenance and repair.
