State Releases Proposed Rules That Would Finally End LOS in Enviro. Law
Earlier today, the State of California released its anticipated final draft set of changes to the state's environmental law, the California Environmental Quality Act (CEQA). Under the new CEQA rule, environmental studies will use measurements that better correspond to actual environmental costs and benefits. This realigns the CEQA process to foster better transit, more walking and bicycling, and less driving.

PIRG: L.A.’s Proposed Freight Highway Tunnel Among Country’s Worst Projects
Yesterday, the Public Interest Research Group (PIRG), a national non-profit with state chapters throughout the country, released a report detailing the "12 biggest highway boondoggles" under study in the country. Not surprisingly, a California highway project made the list, the I-710 Tunnel Project in Los Angeles County.

Governor Signs Bill to Ease Parking Requirements for Affordable Housing
Governor Jerry Brown had a Sunday deadline to sign legislation or veto it. Late in the day on Friday he signed Assembly Bill 744, which allows affordable housing developers to build less parking than many local zoning regulations currently permit.

The Next Step in Getting Rid of Level of Service: Coming Soon
After several years of work, the Governor's Office of Planning and Research (OPR) is almost ready to release draft guidelines on replacing vehicle Level of Service measures under the California Environmental Quality Act (CEQA). The shift was called for by Senate Bill 743, which passed late in the 2013 legislative session.

Here’s the Committee That Could Fix CA’s Transportation Funding Crisis
Senate and Assembly leaders appointed members to the joint committee that will now take up the issue of transportation funding as called for by Governor Jerry Brown last June. The Transportation Infrastructure Conference Committee will consider pending legislation that was leftover from the regular session, including bills that would increase funding for transit and for active transportation.

Governor Brown Signs Law Allowing Bicycle Ticket Diversion Programs
A new law just signed by Governor Jerry Brown will make it possible for bicyclists who are ticketed for certain infractions to attend a class on safe bicycle riding and thus reduce their fines.
